Short answer
If you are an EU, EEA, Swiss or Andorran citizen working in Portugal, the employee route is usually one of the clearest bases for CRUE. You still need to prove identity, real residence in the municipality and the practical documents requested locally.
Typical employee evidence
- Employment contract signed with a Portuguese employer.
- Employer declaration confirming work in Portugal, if useful or requested.
- Recent payslip, if available.
- NIF and NISS, if already issued.
- Proof of address in the municipality.
- Valid passport or national identity card.
What can go wrong
Problems usually arise when the contract does not clearly show the employer, start date or place of work, when the address proof is weak, or when the municipality asks for a document that is not listed on national pages.
Remote work and foreign employers
If you work remotely for a foreign employer, the case should be checked carefully. The municipality may not treat it in the same simple way as a local employment contract. Tax, social security and employment status may also need separate analysis.
