Lisbon City Council issues CRUE certificates only to residents of Lisbon municipality. The applicant must attend in person. CML provides a SIGA booking route, although its official service page does not state that advance booking is mandatory in every case. Who can apply for CRUE in Lisbon?
Use the Lisbon route only if your address is within Lisbon municipality. Câmara Municipal de Lisboa states that it issues EU citizen registration certificates exclusively to Lisbon residents.
If you live in a different municipality in the Lisbon metropolitan area, such as Cascais, Sintra, Oeiras, Amadora, Odivelas, Loures or Almada, use the procedure for that municipality instead.
How the Lisbon CRUE process works
The application is made through Câmara Municipal de Lisboa. The applicant must attend in person for the issue, alteration or cancellation of the certificate. A parent or other legal representative applies for a minor.
CML publishes an appointment route through SIGA. Its service page also states that an applicant may book an appointment, rather than describing advance booking as universally mandatory. Confirm the current booking and attendance route before travelling.

For a standard adult application, CML currently lists a valid identification document and a declaration, made on the applicant's honour, confirming that the legal residence conditions are met.
The municipality may request additional documents during the process. The exact evidence needed can depend on the basis of residence and the individual case.

CML lists cash, Multibanco and cheque payable to 'Câmara Municipal de Lisboa' as accepted payment methods (the Portuguese service page specifies Multibanco where the English version says 'card').
Special situations in Lisbon
Minors (under 18)
The application is made by a parent or other legal representative, with proof of filiation (birth record or family booklet) and the minor's own valid identification. If no parent lives in Portugal, a declaration signed by the adult responsible for the minor in Portugal is also required.
Name or address change
Handled at CML; the previous original certificate must be handed in. The fee follows the standard age bands.
Loss or theft
Obtain a PSP (police) declaration before attending — it replaces the original certificate you cannot hand in.
Damaged certificate
If the certificate number is still readable, hand in the original; if the number is not readable, a PSP declaration is required.
Cancellation
On definitive departure from Portugal before the certificate expires, cancel by handing in the original at CML. Cancellation is free.
