CRUE validity and renewal in Portugal
CRUE is connected to the first period of EU citizen residence in Portugal. After five years, the question often changes from CRUE to permanent residence.
Short answer
A standard CRUE is normally valid for five years from the date of issue, or for a shorter intended period of residence stated on the certificate. After five consecutive years of legal residence, the usual next step is not another municipal CRUE renewal but an application for a permanent residence certificate through AIMA, subject to eligibility and the current application route.
How long is a CRUE valid?
Article 14(4) of Law 37/2006 provides that the EU registration certificate is valid for five years from the date of issue, or for the expected period of residence when that period is shorter.
Check the date printed on your own certificate. Do not assume that every CRUE has the same expiry date if yours was issued for a shorter intended stay.
Do you renew CRUE at the Câmara after five years?
For a standard five-year CRUE, the next step is generally not the issue of another identical registration certificate by the Câmara Municipal. An EU citizen who has lived legally in Portugal for five consecutive years may apply for a permanent residence certificate, provided the legal conditions are met.
The permanent residence certificate is a separate document. The application is handled through AIMA under the current procedure, not as a new first CRUE application at the municipality.
Why the expiry date matters
The expiry date on the certificate is not just an administrative detail. It helps show how your residence was registered and when you may need to think about renewal, replacement, change of data or permanent residence.
Renewal is not always the best word
Clients often say "renew CRUE" when they actually need one of several things: a replacement certificate, a change of address, a new certificate after expiry, or a permanent residence certificate after five years. The correct route depends on the facts.
What should you do before the certificate expires?
Start by checking the issue date, expiry date and your total period of legal residence in Portugal. The correct route depends on your situation: permanent residence, a shorter-validity certificate, a data update or a replacement document.
Current procedure verified on 2026-07-19: since 1 July 2026, the permanent residence certificate for EU citizens (and the permanent residence card for their non-EU family members) is requested online through AIMA's Portal de Renovações, which replaced the previous Formulário de Contacto channel; AIMA schedules an in-person appointment only if biometric data collection is required.
