Permanent residence after CRUE in Portugal

CRUE covers the first residence registration period for EU citizens. After five consecutive years of legal residence, permanent residence may become the next step.

The five-year milestone

Lei n.º 37/2006, Artigo 10.º, provides that EU citizens have the right to permanent residence after legally residing in Portugal for five consecutive years.

CRUE is part of the timeline

CRUE is not permanent residence. But it can be an important dated record showing when the EU citizen registered residence in Portugal. Keep the certificate and copies of later address or status changes.

Where permanent residence is handled

AIMA describes the permanent residence certificate for EU nationals as a route for stays from five years onward, requested at AIMA stores with prior appointment. This is not the same as the municipal CRUE process.

What to review before the five-year point

Review the original CRUE issue date, address history, absences, family member files, tax and social security history where relevant, and whether the current document is close to expiry.
