Short answer
EU citizens have the right to enter and stay in Portugal under EU free movement rules. For residence beyond three months, Portugal requires registration through the Câmara Municipal in the area of residence, normally within 30 days after the first three months.

Core conditions to prepare for
- Valid EU passport or national identity card.
- Real residence in the municipality where the certificate is requested.
- Employment, self-employment, sufficient resources, study or another recognized basis for residence.
- Proof of address suitable for the local municipality.
- Health insurance or equivalent coverage when relevant to the specific route.
What CRUE does not do
CRUE is not a visa, not an AIMA residence permit for third-country nationals and not a passport application. It is the registration certificate for the EU citizen residence route.
