Short answer
AIMA lists nationals of Iceland, Liechtenstein and Norway among the people who may request the registration certificate for EU nationals. In practice, the request is still made through the Câmara Municipal in the area of residence.
Why EEA cases need clear wording
Many municipal pages refer generally to "citizens of the European Union" or "citizens of the Union" even when the broader national route includes EEA states. The file should therefore be prepared with precise citizenship terminology.
Documents usually relevant
- Valid passport or national identity card.
- Proof of real address in the relevant Portuguese municipality.
- NIF if required or already available.
- Evidence of employment, self-employment, study, retirement income or sufficient resources.
- Health insurance when relevant to the route.
Common issue
The applicant may search for "EU certificate" and assume the procedure is only for EU Member State nationals. The broader CRUE route should be checked against the official national category and the municipality practice.
